ARTICLE 1 - WELFARE REFORM ARTICLE
Modifying certain child care assistance income eligibility requirements;
establishing a copayment fee for families with annual incomes exceeding
the
federal poverty level; providing for a cost of living increase of a certain
percentage; providing for general assistance medical care (GAMC) emergency
services for undocumented noncitizens and nonimmigrants; providing for
GAMC
eligibility for underage children, Cubans, Haitians and aged, blind or
disabled
noncitizens; eliminating certain GAMC copayments; requiring the commissioner
of
human services to provide a certain percentage cost of living increase
to the
cash portion of the transitional standard under the Minnesota investment
plan
(MFIP); appropriating money to the commissioner of human services; repealing
certain medical assistance copayments, MFIP housing and supplemental security
income (SSI) provisions
ARTICLE 2 - TAX ARTICLE
Modifying provisions for assessment of additional taxes for certain taxable
income omissions; modifying the definition of foreign operating corporation;
modifying certain additions to federal taxable income of foreign corporations;
clarifying provisions relating to transactions without economic substance
or
business purpose
